What is NDEF formatted?

I would like to buy some ultralight cards and found this one: http://www.ebay.com/itm/182245589938

It says: "The Mifare Ultralight chip DOES NOT come NDEF formatted by the manufacturer. "

What does it mean? Will I be able to clone ultralight cards with this?

The NFC Data Exchange Format (NDEF) is a standardised data format that can be used to exchange information between any compatible NFC device and another NFC device or tag. The data format consists of NDEF Messages and NDEF Records.

The NDEF format is used to store and exchange information like URIs, plain text, etc. NFC tags like Mifare Classic and Ultralight cards can be configured as NDEF tags, and data written to them by one NFC device (NDEF Records) can be understood and accessed by any other NDEF compatible device.

If you want to clone ultralight cards, you need to look for the 'magic' variants that allow the UID to be modified (of course this depends on the end system whether the actual UID is used to identify the card)
